Clean Energy Investments under the Inflation Reduction Act

The Inflation Reduction Act of 2022 (IRA), signed into law on August 16, 2022, directs new federal spending toward reducing carbon emissions, The act aims to catalyze investments in domestic manufacturing capacity, encourage procurement of critical supplies domestically or from free-trade partners, and jump-start R&D and commercialization of leading-edge technologies such as carbon capture and storage and clean hydrogen. It also allocates money directly to environmental justice priorities and requires recipients of many funding streams to demonstrate equity impacts. A recent report forecast this may spur $3 trillion in energy investments by 2032 for a complete "reinvention" of the U.S. energy system.

More about this session

Chris Merker is executive-in-residence and co-director of the S-Lab at Marquette University and director of Private Asset Management at Baird. Chris publishes the blog, Sustainable Finance, and is co-author of the book, The Trustee Governance Guide: The Five Imperatives of 21st Century Investing. Chris serves on the ESG Advisory Panel for CFA Institute and is a past member of the ESG Working Group. Chris received his Ph.D. from Marquette University and MBA from Thunderbird, School of Global Management. 

Dan Romito is a co-director of the S-Lab at Marquette University and director of ESG Strategy & Integration at Pickering Energy Partners. Prior to that Dan was at Nasdaq, where he led investor analytics and ESG implementation. During his tenure at Nasdaq, he developed several key technology solutions and services under Nasdaq’s Corporate Platform’s repertoire, including their investor behavioral analytics platform, the ESG Advisory Service, the Insight360 Analytics module, the Activist Diagnostic, Capital Deployment Scenario Analysis, and the Small Cap Investor Targeting Service.

John Clancy is a shareholder and the leader of G&K’s Energy Strategies Practice Group and its Indian Nations Group. John has represented clients with respect to a wide variety of environmental issues, including brownfield redevelopment, mining and mining waste matters, phosphorous credit generation and trading, solid-waste landfill siting issues, and solid and hazardous waste site closure and site remediations, and has provided National Environmental Policy Act, Superfund, RCRA, Clean Water Act, and Clean Air Act counseling and litigation services. John also works with clients to develop and implement strategies to quantify and lower their environmental footprints.
